Clarke described the report as recounting information received by the FBI in March 2011 alleging that Tamerlan and Zubeidat adhered to radical Islam and that Tamerlan planned travel to join unspecified underground groups. The court approved four selected pages subject to existing redactions and additional deletions on pages 2 and 8.

Clarke cited the report in the defense closing argument to argue that Zubeidat was radicalizing and that Tamerlan's trip to Russia reflected his pursuit of violent jihad.
